Persons referred to in Sections 5 and 32, who submit a report to a competent authority are conditionally protected from possible liability due to a breach of confidentiality.

Section 23 specifies the circumstances in which a public interest whistleblower is not deemed to be in breach of any restriction on the disclosure of information, and bears no liability whatsoever, in relation to such reporting or public disclosure, if he had reasonable grounds to believe that the reporting or public disclosure of such information was necessary to disclose a violation.
